The Quality Education Support Programme I (QESP I) was designed with the aim of addressing selected national priorities from the National Strategy for Education Development (NSED) of the Republic of Tajikistan and the Mid-Term Action Plans for its implementation until 2020. This has been the first phase of EU support in the education sector in Tajikistan in the amount of 15 million euro, which built a platform of partnership, dialogue and understanding in the sector in preparation for a scaling up the implementation of the policy reform supported through subsequent phases. On policy level, the implementation of QESP I in the education sector of Tajikistan contributed to the development of a modern education system, able to prepare informed, qualified and ready for the “world of work” citizens. In particular, specific interventions of the programme supported the delivery of efficient and effective education service at secondary and initial VET education in order to improve learning outcomes.
Series of events in “Bahoriston”
On May 20-22, 2021, were held approbation of program and modules “Leadership and Management in educational institution” and “Work of school psychologists”. The event began with speeches of Deputy Minister of Education and Science of the Republic of Tajikistan, Ganizoda Gulchekhra Sami, and team leader of Quality Education Support Program, Phase 1, Evgeny Ivanov.
Two more important events took place in a frame of QESP 1
On April 21-24, 2021 were held two training at the National Library of Tajikistan – one for teachers of colleges and higher educational institutions and the second for methodologists of education departments and heads of methodological associations of secondary schools. The trainings began with the opening speech of the Deputy Minister of Education and Science of the Republic of Tajikistan Latofat Naziri and team leader of QESP 1 Evgeny Ivanov.
APPROBATION OF TWO IMPORTANT TEACHER TRAINING PROGRAMS
On April 8-10, 2021 at the Hilton Hotel in Dushanbe was held a three-day training for heads of educational institutions on «Leadership and management in educational institutions» and for psychologists of educational institutions on «Professional development of educational psychologists.» The training began with an introductory speech by Latofat Naziri, Deputy Minister of Education and Science of the Republic of Tajikistan, and Evgeny Ivanov, Team-leader of QESP 1.
TO IMPROVE THE QUALITY OF CONTINUOUS PROFESSIONAL DEVELOPMENT OF TEACHERS
The Quality Education Support Program, Phase 1 in a frame of Component 1, conducted online training of trainers on approbation of series of programs for continuing professional development of teachers on March 30-31, 2021 at the Hilton Hotel.
To support the implementation of the Concept of Education Quality Assessment in the Republic of Tajikistan, a learning seminar for school teachers was held by the QESP I on the 12th of March 2021.
The teachers were invited from 8 schools in Dushanbe and involved teachers of Tajik language (5 and 11 grades) and Mathematics (5 and 11 grades).
Launch of the Tajik National Strategy for Education Development 2021-2027 3 February 2021
On 03 February, the launch of the National Education Development Strategy of Tajikistan until 2030 was held in the hall of the Ministry of Education and Science of the Republic of Tajikistan.
H.E. Muhammadyusuf Imomzoda – Minister of Education and Science hosted the meeting, with First Deputy and Deputy Ministers, Heads of relevant departments and divisions of the Ministry attending, together with development partners – the European Union, UNICEF, USAID, GPE, UNESCO, World Bank and other partners.
Ms. Diana Dimova, Education Programme Manager at the EU Delegation to Tajikistan, addressed the meeting participants, congratulated the MoES with the successful achievement of this important milestone and provided further insights in relation to the EU commitment to the support and operalisation of the NSED.
MEETING OF THE MINISTER OF EDUCATION AND SCIENCE, HEAD OF SUPPORT PROGRAM FOR QUALITY EDUCATION
On October 19, the Ministry of education and science of the Republic of Tajikistan hosted a meeting between the Minister of education and science Mukhammadyusuf Imomzoda and the head of the quality education support Program Yevgeny Ivanov.
The Meeting reviewed the activities of the quality education support program and noted that in the framework of further project activities, to develop and conduct a training program for teachers of higher educational institutions on the introduction of a competent approach, the development of new regular professional programs for teachers on current topics. Republican Institute of advanced training and retraining of education and its branches, completion, completion and further testing of training modules for methodologists of education departments in the field of teacher orientation and control, additional training for teachers who do not have professional training, training and retraining leadership and management in secondary schools, training of psychologists in secondary schools, and some others.
It was also noted that one of the advantages of the project is the development of mechanisms for improving and monitoring the quality and compatibility of higher education in the labor market. The main objective of the project is to improve the learning environment, improve the quality of education, evaluate learning outcomes and manage the country’s education system.

Training seminar for teachers of pedagogical universities and colleges
On February 26-27, 2020, a two-day seminar was held at the National Library to train national-level trainers on the topic “Implementing a competency-based approach in teaching for teachers of pedagogical universities and colleges”. This seminar was attended by 14 experienced teachers from various universities of the country. The opening speech was made by Naziri Latofat, the Deputy Minister of Education and Science, and she expressed satisfaction with the fruitful and mutually beneficial cooperation of the Ministry with the EU-funded Quality Education Support Program 1. Sergij Gabrscek, the Project Team Leader (QESP-1), said that such seminars and trainings would be useful for teachers of universities and institutes of the country and prepare them to make more efforts to introduce quality education.
Topics, such as the competency-based approach in teaching, progress and methods for their achievement, quality education in the context of Tajikistan, the culture of curriculum development in educational institutions were studied and discussed during the seminar. It was noted that as a result of this training, the activities of national trainers for teaching teachers of pedagogical universities and colleges will be carried out in accordance with the requirements of a competency-based approach in teaching.
